Honored to Contribute to Hai Long Offshore Wind Project

The Hai Long Offshore Wind Project announced that it has met all conditions to close its NTD117 billion long-term over 20 years green financing on October 17. It is the largest offshore wind project financing to date in Taiwan and the Asia-Pacific region. The long-term financing is provided by 16 international and local commercial banks, and Hai Long has obtained the highest credit guarantee and insurance in Taiwan's Offshore Wind Industry from multiple Export Credit Agencies (ECAs).

We are privileged to have acted as the local counsel of the lenders in this pivotal project. This project is not only the largest offshore wind project financing in Taiwan, but also the very first project with financing on the basis of corporate power purchase agreement(s) ("CPPA"). Our team took a deep dive into the CPPA regime and assisted the lenders in assessing all relevant aspects of the project and the associated risk management/mitigation measures adopted thereby leading to the financial close. The project marks a new milestone for offshore wind farms in Taiwan.
