Government Contracts

The services of the Government Contracts Group include project contract planning, bidding management, contract drafting and negotiation, contract enforcement and management, dispute resolution, and case study. The group consists of several lawyers, including lawyers also qualified as Civil Engineers or Geotechnical Engineers. Hence, the Government Contracts Practice Group is more than competent to provide comprehensive, efficient, and specialized legal services in bidding management, contract drafting, negotiation, and resolving disputes.

We have a strong grasp of the market trends as well as laws and regulations, and have extensive experience and achievements in the fields of public infrastructure including traffic, telecom, national defense, energy, environmental protection, and other public construction. We count among our experience construction of the high speed railway, mass rapid transit systems, freeways, tunnel engineering, airports, harbors, power plants, waste incinerators, environmental protection infrastructure, leisure facilities, sewerage facilities, satellites, telecom facilities, and national defense facilities.

We assist the government in developing laws and regulations governing the PPP, including drafting the White Paper for promoting Private Participation in Infrastructure Projects (PPIP), the Act for Promotion of PPIP and its enforcement rules. We also participated in several studies of the PCC regarding the Government Procurement Act and the review of its implementation, and a research project of the Council for Economic Planning and Development (CEPD), "The Establishment of the Mechanism for Promoting the Public-Private Participation in Infrastructure Construction Projects and Public Service Activities." We are committed to promoting the foreign PPP mechanisms of major public infrastructure and public services in Taiwan.
